How to get a Korean customs ID number (PCCC)

Short answer

The customer opens the Korea Customs Service page for the personal customs clearance code (https://unipass.customs.go.kr/csp/persIndex.do) or the "Mobile Customs Service (모바일 관세청)" app, chooses new issuance (신규발급), verifies their identity with a mobile phone in their own name or a certificate, and the code (P + 12 digits) is issued on the spot. A customer who already has a code chooses inquiry (조회) to see it.

Steps for the customer

• Open https://unipass.customs.go.kr/csp/persIndex.do on a PC or phone, or the "모바일 관세청" app (App Store / Google Play).
• Choose 신규발급 (new issuance) — or 조회 (inquiry) if they had a code before.
• Verify identity: mobile phone in their own name, joint / financial certificate, or simple certification (간편인증), with their name and resident (or alien) registration number.
• Enter phone number and address, agree, and press 등록 (registration) — the code is shown immediately.
• Give the store the code exactly as issued, and use the same name, phone number and postal code on the order.

Foreigners living in Korea

Online issuance for foreigners needs an Alien Registration Card or a Certificate of Foreign Residence in Korea, and a mobile phone number or certificate in their own name; the name is entered as on the card, in capital letters. A foreigner can also apply at a customs office. According to the Korea Customs Service FAQ, foreigners may declare imports with their alien registration number or passport number instead of a PCCC — check with the carrier which field it accepts.

2026 rules the customer should know

• One code per person. New issuances, including reissue, are limited to 5 a year.
• From January 1, 2026 codes have a validity period: a code issued in 2026 or later is valid for one year from issue; an older code expires on the holder's birthday in 2027.
• Renewal is possible from 30 days before to 30 days after expiry; a code not renewed in that window is cancelled automatically. Changing the phone number or address, or reissuing, starts a new year.
• From February 2, 2026 the delivery postal code is matched along with the name and phone number. Up to 20 delivery addresses can be registered with the code — a customer shipping to an office or a parent's home should add that address first.

Where to get help

The Korea Customs Service technical support center (1544-1285, or the KakaoTalk channel '관세청 유니패스 기술지원상담센터') answers issuance problems such as a failed real-name check. The store cannot look up or fix a customer's code.
